Regulations
ZERO TOLERANCE POLICY ON PROFANITY
PLAYER & COACH PASSES All players and coaches must present their player passes to the referee before the start of any league or cup game. To be eligible to play in any and all games under the jurisdiction of this Association, each player must produce a player pass valid for the current seasonal year. Such passes will be supplied by the Registration Committee of this Association upon presentation of the properly completed registration documents. Regulations pertaining to player passes are as follows:
A. Player passes must be handed to the referee before the commencement of
Each team coach must be in possession of a Supervisor's Coach's pass issued by the registrar of the E.N.Y.S.A.S.A. with his/her picture, name, address, telephone number and signature. Prior to the start of a game, if a team does not have a person in possession of a valid coach's/supervisor's pass, the referee will not permit the game to be played.
A team may be issued a maximum of three (3) validated coach's/supervisor's passes. MARKINGS OF FIELD & GOAL NETS
The home team shall be responsible for visible, correct and clear markings of the playing field and proper goal nets. If a home team fails to have the field properly marked after the referee has given the team the necessary time, the team may be punished by losing the game, fined, or both.
POSTPONEMENTS
No scheduled game shall be postponed without the consent of the League Office, Divisional Chairman, and both clubs involved.
UNIFORMS Teams shall appear in proper uniformed attire for all league and cup games. Players who, in the judgment of the referee, are not properly attired will be ordered off the field. In addition, the referee must order any players off the field, if, in the referee’s opinion, their dress could lead to an error in judgment. The home team shall always wear their “home” jerseys (except white) and the away team shall wear either white jerseys or colors that do not conflict with the home team’s jersey colors. The away team must change jerseys if there is a conflict.
All players must have a clearly legible number on the back of their jersey and on the front. The number in the back is to be a minimum of 4 inches. The number in the front is to be a minimum of 3 inches.
Team Captains shall wear an armband on the upper left sleeve of their jersey. The Team Captain is the only one who is permitted to talk to the referee. NON-APPEARANCE OF REFEREE(S)
If the referee appointed fails to appear, the captains of the competing teams must agree upon another referee for the game who need not be officially registered. In such cases the home club must furnish the Games Chairman within 24 hours with a complete report, players list (lineup forms) and score(s). A game played under these conditions shall be considered properly played, according to schedule. If both teams cannot agree on a mutually acceptable person to referee the game, the game will be replayed at a time determined by the League.
RELEGATION \ PROMOTION
Relegation Promotion exists between Metro 1 & 2 and the 1st & 2nd Division. The reason for this is that in order to play in 1st or 2nd Divisions you must have a Reserve Team. So even if you win Metro 1, if you do not field a reserve team then you cannot move to the 2nd division. For each of these divisions, the top 2 teams from the lower division moves to the upper division and the bottom 2 from the upper division move down
*The amount of teams may flucuate depending on how many spots are available in either division. The goal is to allow teams to promote but at the same time, the division need to be balanced as best as possible. **Teams may be able to move from the Metro Divison to the 2nd division if they form a reserve team but this will be decided on a case by case basis.
